Central Bank and Sri Lankan Banks senior officials meet their Chinese counterparts
A delegation of senior bankers headed by Ajith Nivard Cabraal, the Governor of the Central Bank of Sri Lanka, held one-to-one high-level discussions with the representatives of the People’s Bank of China, the Industrial and Commercial Bank of China, the China Development Bank and several foreign banks operating in the People’s Republic of China during the period 11th to 13th September 2013. The discussions mainly focused on strengthening the business relationships between banks in the two countries and enhancing the exposure of large Chinese banks, to investments and trade related activities in Sri Lanka.
In the background of growing volumes of investment and trade related financial flows between China and Sri Lanka in the recent past, and in the context of impending China/Sri Lanka Free Trade Agreement, the Central Bank of Sri Lanka considers the interaction between the domestic banking industry with their counterparts in China would lead to further financing of infrastructureprojects, increased trading activities between the two countries and a higher level of tourism related activities.
The other members of the Sri Lankan delegation were B D W A Silva, Deputy Governor, N W G R D Nanayakkara, Superintendent of Public Debt, Dr (Mrs) Ranee Jayamaha, Chairperson of Hatton National Bank PLC, Mrs. Siromi N Wickramasinghe, Chairperson of HDFC Bank, Jagath Wellawatta, Chairman of State Mortgage and Investment Bank, D M Gunasekara, General Manager of Bank of Ceylon, N Vasantha Kumar, General Manager/CEO of People’s Bank, W M R S Dias, Managing Director/CEO of Commercial Bank of Ceylon PLC, and M Y Aravinda Perera, Managing Director of Sampath Bank PLC.
In order to facilitate growing economic activities between the two countries, in June 2011, the Central Bank approved the Chinese Renminbi as a designated currency permitted for international transactions and accordingly, banks in Sri Lanka are now authorized to undertake transactions in Renminbi.

Central Bank refutes allegations by Kiriella

The Central Bank has refuted the allegation made by the UNP MP Lakshman Kiriella that losses to security deposit holders of The Golden Key Credit Card Company Limited (GKCL) could have been averted if the Central Bank had warned them not to invest in the GKCL, and therefore the Government must assume the liabilities of the security deposit holders.
The Central Bank in a statement in this connection says that on 23rd July 2003, the Central Bank published an advertisement wherein the public was informed that the 31 institutions including Golden Key Credit Card Company Limited were neither licensed under the Banking Act nor registered under the Finance Companies Act, and therefore the activities of such institutions were not supervised or regulated by the Central Bank.
It says that in that context, any person who transacted business with the GKCL would have done so, fully aware that GKCL was not an institution that was regulated or supervised by the Central Bank.
The Bank points out that in 2005, based on a complaint made by a member of the public, the Central Bank examined the business model of GKCL to ascertain as to whether it was carrying on finance business, as contemplated in the Finance Companies Act. The examination culminated with submissions being made to the top management of the Central Bank in late 2006, on behalf of the GKCL and its Chairman, Lalith Kotelawala, by their Senior Legal Counsel, Wijedasa Rajapaksha PC.
The Bank says that after assessing the entirety of the material before the Central Bank, and the submissions made by the legal counsel of GKCL, the Monetary Board determined that the business carried out by the GKCL did not fall under the category of finance business, as contemplated under the Finance Companies Act, and that accordingly the Monetary Board was not empowered to prevent the conduct of the credit card business of GKCL.
It states that nevertheless, at no stage did the Central Bank give any impression whatsoever, that GKCL was entitled to accept deposits under the Finance Companies Act, or that it was a company that was regulated or supervised by the Central Bank.
In the light of the above, the Bank says it is clear that the allegations leveled at the Central Bank and its senior officials by the MP concerned, are without foundation and are baseless.(niz)

ආනමඩුව මැතිවරණ කොට්ඨාසයේ සංවර්ධන ව්යාපෘතියක් ලෙසින් ආරම්භ කරන ලද ලංකා බැංකු නව කාර්යාලය මඟින් ඉදිරියේදී නවීන තාක්ෂණය සමඟ මුසු වූ මූල්ය කටයුතු සඳහා ජනතාවට සම්බන්ධවීමට අවස්ථාව උදාවන බව සිවිල් ගුවන් සේවා අමාත්ය පියංකර ජයරත්න මහතා පවසයි.
අමාත්යවරයා මේ බව පැවසුවේ ඊයේ (5) ආනමඩුව ලංකා බැංකු නව කාර්යාලයට මුල් ගල තැබීමේ උත්සවයට එක් වෙමිනි.
රුපියල් ලක්ෂ 400ක වියදමින් මෙම නව දෙමහල් නව ලංකා බැංකු ගොඩනැගිල්ල ඉදිකිරීමට නියමිත වේ.
මෙහිදී අමාත්යවරයා තවදුරටත් පැවසුවේ නගරයේ පවතින පහසුකම් ගමටත් ලබාදීමට රජය මඟින් කටයුතු කරන බවත්, මේ වන විට නගරයේ මිනිසුන්ට පමණක් සීමා වී පැවති නව මාර්ග, විදුලිය, මෙන්ම බැංකු පහසුකම් ද ගමට ගෙන ඒමට පියවර රැසක් ගෙන ඇති බවත්ය. මෙහි දී අමාත්යවරයා තවදුරටත් පෙන්වා දුන්නේ මෙම අලුතින් ඉදිකිරීමට සැලසුම් කර ඇති ලංකා බැංකු ගොඩනැගිල්ල මඟින් ආනමඩුව ප්රදේශයේ ජනතාවගේ ආර්ථිකය ශක්තිමත් කිරීමට මෙන් ම මෙම ප්රදේශයේ ජනතාව කෙරෙහි නව ආකල්ප ගොඩනැගීමට ද අවස්ථාව උදාවන බවයි.

ආසියානු සංවර්ධන බැංකුවෙන් ඩොලර් බිලියන 02ක්
ඉදිරි වසර හතරක කාලය තුළ ආසියානු සංවර්ධන බැංකුව විසින් ශ්රී ලංකාවට ඩොලර් බිලියන 02ක ආධාර සැපයීමට බලාපොරොත්තු වන බව ආසියානු සංවර්ධන බැංකුවේ දකුණු ආසියානු කලාපීය නව අධ්යක්ෂ ජනරාල් ජුවාන් මිරන්ඩා මහතා පැවසීය.
අධ්යක්ෂ ජනරාල්වරයා මේ බව ප්රකාශ කළේ ඊයේ (26) ආර්ථික සංවර්ධන අමාත්යංශයේ පැවැති සාකච්ඡාවකට සහභාගිවෙමිනි.
යුද්ධයෙන් පසු ශ්රී ලංකාව විසින් ගොඩනගාගෙන ඇති ස්ථාවරභාවය පිළිබඳ තම විශ්වාසය පළ කරන බව ජුවාන් මිරාන්ඩා මහතා එම අවස්ථාවේ ප්රකාශ කළේය.
ශ්රී ලංකාව එම ජයග්රහණ අත්කරගත් ආකාරය පිළිබඳ ව ද ඒ සඳහා විවිධාකාරයේ ගැලපීම් සිදුකර ඇති ආකාරය පිළිබඳ ව ද එහිදී ඔහු සතුට පළ කළේය. සමහර අයහපත් ප්රචාරයන් මැද වුවද තමන්ගේ නිෂ්පාදන ලෝකය වෙත ගෙන යාමට හැකිවී ඇති අතර ඒ සඳහා හොඳ ම නිදසුන වන්නේ සංචාරක ව්යාපාරයේ ඇති වී තිබෙන අති මහත් දියුණුව යැයිද කියා සිටියේය.
රජය විසින් ආසියානු සංවර්ධන බැංකු ආධාර යටතේ උතුරු නැගෙනහිර සංවර්ධන ව්යාපෘති රැසක් සාර්ථක ව නිමකර ඇති බවත් එ මඟින් එම පළාත් යථා තත්ත්වයට ගෙන ඒම සඳහා ආධාර වී ඇති බවත් ප්රකාශ කළ ඒ මහතා ආසියානු සංවර්ධන බැංකුව ශ්රී ලංකාවේ සංවර්ධනය සඳහා හැකි සෑම සහයක් ම ලබාදෙන බව ද ඉතා කෙටි කලක් තුළ ආර්ථික ක්ෂේත්රයේ ලබාගත් ජයග්රහණ පිළිබඳ ව සුභ පැතුම් පිරිනමන බව ද ප්රකාශ කළේය.
